Team Cap, easy. Tony was the one projecting his guilt from his own mistakes onto everybody else and insisting they needed to be “reigned in“.
Yeah as much as I like Tony he was so childish in Civil War. I know the plot needed conflict for the Avengers to fight eachother, but why the hell would Black Widow of all people think that giving the government more authority is a good idea?
