Are high waisted leggings and a short shirt (not a crop top but short so if you raise your arms you belly shows) ok to wear if I’m catholic ?

You can read 1 Timothy 2:9-10 and also the Catechism (2521-2524 specifically) to understand the basic principles of dressing modestly, and after that: it’s up to you to decide. And remember, how you dress day to day will look slightly different than how you dress for Mass or Adoration. It’s okay to loosen up a bit with clothing if you are just doing your day-to-day routine. Of course, if you wish to reflect your religious beliefs in how you dress, that will definitely affect how much you cover up, no matter where you are going.

As for my own personal opinion: I would not consider the outfit described as modest. Modesty of dress should cover your body parts no matter how you move. I wouldn’t think less of a person for wearing it but it wouldn’t be modest in my eyes.
