I would certainly count it as such! Anything that covers the head/hair is technically a covering.
There really isn’t a set standard as to what *kind* of covering to wear in Christian theology, which is helpful all things considered: Christianity is a universal religion that spans across ethnicities, nations, cultures, and environments. Having a looser guide to covering the hair allows women of different backgrounds to veil in ways that are possible and practical for them. A woman who veils with a beanie is just as Scripturally obedient as a woman who veils with a mantilla.
