The reason that nobody consistently cares about the Constitution is because the Constitution is not a partisan document in an ideological sense so much as it is a constraining document that exists to tell whoever is in power what they are not allowed to do. This makes it frustrating to whatever group is in power and is why it is only appealed to by people who are being threatened.
