These cops are aware of what this woman is trying to do. The cameras are in their face, and they know they are being goaded to arrest this person. They are choosing to not play along.

If the cameras were better hidden, if the selling drugs skit was done to a third party instead of directly to the cop, if they had been more subtle and less “arrest me!” they may have had success. Or maybe not.
